Spain's governing Partido Popular will propose to the Congress preventing pardons for those convicted of rebellion or sedition, precisely two the charges currently faced by Catalan pro-independence politicians. PP want to take advantage of a bill proposed by PSOE, which would prevent pardons for those convicted of crimes related to corruption or domestic violence.

These are two of the crimes which president Carles Puigdemont, vice-president Oriol Junqueras and the rest of the Catalan government are accused of, as well as Jordi Sànchez and Jordi Cuixart. If the bill is passed into law, and the pro-independence leaders are imprisoned, they could not then be pardoned by a political agreement without the law being modified again first.

This isn't the only modification they propose. They also say that the "pardon of the main sentence should imply the" pardoning of any additional sentences, except that of a ban from public office. In other words, if the leaders were convicted of less serious crimes and were still banned from public office, they couldn't return to public life even if pardoned their other punishments.

PP alone doesn't have the necessary votes to pass the amendments. They would need support from PSOE or from Ciudadanos if PSOE abstain.
