Read in Catalan

The document which Catalan president Quim Torra gave Spanish prime minister Pedro Sánchez during last December's bilateral summit setting out the Catalan position with regards to the negotiations to solve the Catalan conflict has been made public. The text summarises the Catalan government's 21 proposals in three categories: "a democratic response for Catalonia", "the need for democratic regeneration in Spain" and "the 'de-Francoification' of Spain, a pending challenge".

The first category includes six points, the first of which warns that Spain should not "govern against Catalonia". "It's necessary to recognise and realise the Catalan people's right to self-determination", says the second point, whilst the third calls for international mediation to enable "negotiation on an equal footing".

The text goes on to say that the sovereignty of Catalonia's institutions "has to be respected", that they shouldn't be threatened with central government intervention again. The last two points in the first section call for an investigation into the "police and economic abuses used against the people of Catalonia" and for the "legal path" to solving the conflict to be left behind.

Before the list of proposals, the text opens: "the conflict between Spain and Catalonia is a political conflict and has to be solved with political solutions. Judicialisation, repression or threats can in no case be the solution; rather, they are paths that endanger Spanish democracy itself".

It also calls for "respect for that which the Catalans should decide freely and democratically". Similarly, for the recovery of "commitment to political ethics and respect for political discrepancy" and an end to the "dehumanisation of adversaries and the lack of separation of powers". The final section calls for Spain to "confront its past without limitations", referring to the legacy of the Franco dictatorship.
