Pedro Sánchez will deliver a document to Pablo Iglesias on Tuesday. This is the base discourse of programmatic content that he wants for his investiture debate and that is open to negotiations for an agreement with the Unidas Podemos. It is condensed into five broad areas, which beyond vague references, has left out the main point of discrepancy between the two parties: the resolution of the Catalan conflict. This is the last proposal that the socialist leader intends to do during this fifth meeting with the Secretary General of Podemos. His position on a government formula has not changed.

The document, which has thirty pages and is open to amendments, has been approved this Monday at noon by unanimity in the federal executive of the PSOE. It has five major areas, such as decent jobs and pensions, foreign policy or the fight against inequality. But the Catalan issue has been left out. "The approach remains the same: that there must be dialogue but that this dialogue is within the framework of legality," said Cristina Narbona, president of the party, at a press conference. "We will not move out of this" she insisted. She underlined the considerable discrepancies with Unidas Podemos in this issue. He has cited the example of the differences expressed in the Bureau of the Congress on the suspension of the arrested MPs.

According to her, up to now Pablo Iglesias "has refused to speak of a programmatic agreement." But there has not been any change either to the formula of government. Narbona has once again defended a "one-party government where independent people, even proposed by Unidas Podemos, can be accommodated" And she reiterated: "Government of cooperation, not of coalition."

Faced with the fears of its "preferred partner", the president of the party has made it clear that "with whom we want to negotiate the programmatic agreements is with Unidas Podemos", and that "in any case with the PP and Citizens." To the right they only ask that they facilitate the investiture to "not depend on the independentistas".

Narbona also made it clear that, with the pro-independence parties, "they do not plan to negotiate their abstention", which in any case is their decision.

A negotiating group of the PSOE will be set up this Tuesday coordinated by the Deputy Secretary General Adriana Lastra, and will also be attended by minister Maria Jesús Montero. "We do not contemplate new elections at all," said Cristina Narbona. "We will work so that there are no new elections," he concluded, noting that they do not work with this scenario.
