Unionist party Ciutadans' spokesperson in the Catalan Parliament, Carlos Carrizosa, has this Monday announced a criminal complaint against the Parliament's speaker, Roger Torrent, and the pro-independence members of its governing Board. The complaint accuses them of malfeasance by accepting a bill from CUP consolidating a vote from 9th November 2015 for debate.

Carrizosa made the announcement after, on 26th June, the Parliament's Board accepted a motion from pro-independence CUP for debate. That motion called for the Parliament to reiterate the objectives of bill "I/XI, of 9th November [2015], on the start of the political [independence] process in Catalonia as a consequence of the election results of 27th September 2015". It also "urges the Catalan government to implement the contents of articles of the following laws suspended by the Constitutional Court", listing bills on topics like housing and energy poverty, gender equality and climate change.

 

The complaint was presented to prosecutors at the High Court of Justice of Catalonia last Friday. It names Torrent and three other members of the Board who voted in favour of accepting the motion for debate: Josep Costa and Eusebi Campdepadrós (JxCat), and Adriana Delgado (ERC).

According to Carrizosa, the motion being passed in the Parliament's last plenary session sets it "again within the framework of [last year's] coup against democracy", proof that the pro-independence parties "are continuing with their intention". He also said that the Board represents "an essential body" for "the plans of Quim Torra's separatist government".
