According to the association, the reason for their complaint is Millo's non-action "to avoid the personal and material damage caused by the disproportionate action of the [Spanish] police on the 1st October 2017."
Juristes per la República argue that the role of the Spanish government delegate, as Millo was during the referendum, "is to guarantee the safety of the public". "It is obvious that Enric Millo did not do that on the 1st October 2017, and everyone knows the unfortunate result," they say.
