Today, at a press conference, Catalan president Quim Torra presented the main guidelines of the plan for the lifting of the lockdown, directed by Oriol Mitjà, to be approved by the Catalan government next week. First healthy people will resume work, through partial lifting of the lockdown, followed by the openings of bars and restaurants, schools, and finally mass events will be allowed.

These are the five steps presented by Torra, who asked the Spanish government to allow the Catalan executive to handle the lifting. He also presented the main guidelines of the plan at the president’s conference, presided by Sánchez.

- The return of healthy people to non-essential jobs

- Partial and controlled lifting of the lockdown for specific sectors: healthy people back on the streets. With the exception of specific risk groups.

- The opening of bars, restaurants and holding of events of under 30 people, with measures of social distancing.

- The opening of schools, cultural and sports facilities for individual use.

- Opening of social, cultural and sporting events of over 30 people.

These five steps are deployed in a set of more technical measures, which are as follow:

- Gradual lifting of the lockdown, following the monitoring of the population's health, deployment of diagnostic tools to detect and isolate cases, and provision of individual protection tools to the population.

- Monitor the degree of mobility and keep it below 65% until the hospital admission rate drops below 20%.

- Initiate a seroprevalence study on 50,000 people.

- Initiate a large-scale population screening in the next 16 weeks: 1.5 million PCR tests and 6 million serological tests prioritising the population at risk, essential workers and infection vectors.

- Assess the implementation of a digital certificate linked to the vaccination card.

- Promote the use of the StopCovid19 app.

- Study the use of an immunity passport for the reopening of public spaces with high risk of transmission, or where the safety distance cannot be guaranteed.

- Provide the entire population with access to protective material and make masks mandatory in the street.

- Assign the planning to all government departments involved and to experts.
