The financial news portal Bloomberg is warning that the Catalan issue is once again "threatening Mariano Rajoy's budget". Bloomberg reports that the formation of the new Catalan government is putting in danger the passage through parliament of the Spanish budget for 2018, now that prime minister Rajoy's executive has opened the door to a veto of the ministers nominated by new Catalan president Quim Torra.

"The standoff plays into Rajoy’s plan to salvage the country’s budget in a parliamentary vote this week", says Bloomberg, explaining that Spain's Popular Party (PP) administration is a minority government, and needs the support of the Basque Nationalist Party to pass through the Spanish congress. The article tells its readers that the Basque party's support for the budget depends on the ending of direct rule over Catalonia before 24th May.

The Spanish prime minister is counting on the support of the socialists (PSOE) and the Citizens (Cs) party, both of which have "criticized Torra’s road map and his ties with ousted leader Carles Puigdemont", says Bloomberg.

Finally, the business portal states that Cs leader Albert Rivera classifies Torra's Catalan government as a "rebel administration", while socialist leader Pedro Sánchez is quoted as supporting "the government's pledge to block the nomination of imprisoned officials".
