Fix a time and place to meet. Let’s talk. That was the message to Mariano Rajoy from the new Catalan president, Quim Torra, from Berlin. Barely one day after being sworn in as president of Catalonia, and even before having taken office, Quim Torra travelled to the German capital today to meet Carles Puigdemont. They both showed unity of action, and a will to reinstate the deposed Catalan government. Meanwhile, in Madrid, president Rajoy displayed a similar level of agreement with the main opposition party. His executive also announced that economic control over Catalonia will continue. Both sides accepted a meeting - but Rajoy specified that issues must be tackled within the law.
