The Minister of Justice, Carles Mundó, has jumped into the crossfire between the judge investigating the preparations for the referendum and the Civil Guard, on the same day there have been new interrogations, and which the magistrate has distanced himself from.

Today, the spokesman for the 'National Pact for the Referendum', Joan Ignasi Elena, has testified at the Travessera de Gràcia barracks, and also the Director General of Telecommunications, Jaume Clotet, who the police have communicated is under investigation for sedition.

The Justice Minister, Carles Mundó, has expressed his concern about what he considers "an arbitrary action". According to Mundó, we are facing "an action without guarantees, in which we do not know who is ordering the interrogations." And he remarked that, "in a democratic State, it is very worrying that this can take place." 

Mundó also hopes that "if the State performs in a democratic way, it's unusual that the members of a government can be accused or criminally prosecuted for the noble purpose of allowing people to vote." And he remarked that voting should be the option of: "being allowed to vote yes or vote no in the referendum that will be organised on 1st October."

The minister made these statements in Madrid, at the door of the Ministry of Finance, just before entering the Fiscal and Financial Policy Council, which he attended in replacement of vice president, Oriol Junqueras.

Some hours before, however, he asked, via a tweet, as to the orders under which the Civil Guard were carrying out their duties.

In the tweet, the Justice Minister published one of the summons that the Civil Guard had sent to one of the witnesses.

The subpoena refers to the investigation "ordered by the Court of Instruction number 13" and places the declaration within the previous procedures that form the investigation.

The High Court of Justice maintains that the judge has not ordered anything. That the document is a police summons, and that it is not a document that has been made by the judge. It also argues that the judicial police are doing their research in the case and point out that this does not mean that the judge has asked them to cite anyone. This morning the court number 13 had distanced itself from the Civil Guard's citations and where it alerted public officials for the crime of sedition.
